Scouts Bean Supper at City Hall

On Monday, February 27, 2012, Council invited the 1st Lacombe Scouts to City Hall in order to celebrate the 60th anniversary of  the Scouts Bean Supper. Members of the the First Lacombe Scouts served Mayor Steve Christie, Councillor Ian Foster, MLA Ray Prins and others with a yummy bean supper. The group also provided Council with a update.

"Scouting has a strong tradition in Lacombe, with the organization being in existence for over a hundred years in our community," said Scouts representative Jana Fafard.

Some of the boys serving the bean supper at City Hall will be eligible to attend the Sylvan Lake Jamboree in 2013, and others will be able to attend the World Jamboree in Japan in 2015.

Improving Rural Health, One Man at a Time


Prostate Cancer is one of the most successfully treated types of cancers, but only when it is detected early through the help of the Prostate Specific Antigen (PSA) blood test. PSA is a substance produced by the prostate and released in small amounts to the bloodstream.

The Southern Alberta Prostate Cancer Centre (PCC) in Calgary is a world class medical centre of excellence and non-profit advocacy group established in Calgary, Alberta in 1999. Their mandate is to eliminate advanced prostate cancer by focusing on early detection and treatment of the disease.
The PCC launching a new pilot project in central Alberta called Combines for Cures™ with a very simple purpose: to save the lives of rural men over the age of 40. A MAN VAN™—or a mobile blood testing unit staffed by PCC staff and nurses—will be traveling throughout central Alberta this March to help rural men get their PSA test.

The Combines for Cures™ is a rural pilot project designed to educate and raise money that will stay in rural Alberta. Since the PCC is independently operated, and funded entirely through the generosity of donors and sponsors, the generosity of corporations such as Agrium Inc. will help with the goal of raising $2 million annually by 2015. The monies raised will help implement research and education programs in the areas of prostate cancer prevention, awareness and treatment. Funding will also go towards applicable studies, educational links to rural physicians and to corporate and community awareness events.
Rural farmers and ranchers can help in the Combines for Cures fundraising as well, by making a donation of grain to their local CPS Retail Outlet. All the monies raised from those pledges will go towards the purchase of a new MAN VAN™ for rural Alberta.

Early detection saves lives! Prostate cancer has no symptoms and the PCC predicts that one in seven Alberta men will be diagnosed with prostate cancer in their lifetime. Through early detection through the help of the PSA blood test that it becomes one of the most successfully treated types of cancer.
There may be benign symptoms such as difficulty passing urine and enlargement of the prostate. However, symptoms of the disease in advanced stages include pain in the bones of the lower back, hips, or upper thighs. Once the disease has spread beyond the prostate, it may be incurable.

Regular Council Meeting Highlights: February 27, 2012

Council and Legislative
Government of Alberta - Review Provincial/City Issues

MLA Ray Prins presented to Council and discussed highlights from the 2012-13 Provincial Budget. Other matters that were discussed include:


  • Bill 1: Results-based Budgeting Act 
  • Bill 2: Education Act  
  • Bill 6: Property Rights Advocate Act  
  • Bill 36: The Alberta Land Stewardship Act 
  • Municipal Government Act Review 
  • Education Property Tax Requisition

Changes to the legislation dealing with drunk driving and blood alcohol levels were also discussed.

Community and Economic Development

City of Lacombe Parade Float
Administration presented Council with the proposed design for the new City of Lacombe parade float. The proposed float design is inspired by and reflects the City’s new brand, and it incorporates historical and inspirational elements.



Major Events Policy

Council recommended that amendments be made to the City of Lacombe Events Policy in order to demonstrate flexibility when necessary for notice periods and support for events in the community.


Administrative Services

Assessment Review Board
Council gave the first and second reading to Bylaw 375 – a bylaw to establish a Regional Assessment Review Board. The bylaw will be brought back for third reading on March 12, 2012.

Information Services

iPad Usage Policy
Council approved the iPad Usage Policy as presented. This policy will give users a guideline as to the acceptable use, security considerations, and responsibility of using an iPad within the City of Lacombe organization network.

Recreation Programs

Rick Hansen 25th Anniversary Relay End of Day Celebration
Councillor Wayne Rempel agreed to attend and emcee the Rick Hansen End of Day Celebration on March 3, 2012 from 1:30 – 4p.m. at the Lacombe Memorial Centre.

Heritage Inventory Open House a Success!


The open house was held at the beautiful St. Andrew's United Church.
Heritage Preservation Project held an Open House, February 15th from 3:00 pm – 8:00 pm focusing on Phase 2B Statements of Significance (SoS) of Residential Homes.

The Open House took place at the St. Andrew’s United Church and the general reception of the event was well received with around 40 individuals in attendance. It was a mixed crowd of heritage owners and interested community members coming to view the Statements of Significance and receive information on the project’s progress.

The purpose of the project was also reiterated during the event. Laura Pasacreta, Donald Luxton and Associates consultant, was impressed by the community turnout - "We are thrilled to be working with such a positive and creatively driven heritage community in the City of Lacombe.

There was an incredibly turnout for the Heritage Inventory Open House on February 15th and it is clear from the community support at this event and previous heritage events, that historic resources in Lacombe are highly valued and well loved."

Phase 2B will be completed this March, and Phase 3 Management and Designation will begin this spring in May. Future information on the project will be forthcoming. This open house was in partnership with the Municipal Heritage Preservation Program. Regular Council Meeting Highlights: February 13, 2012

The City of Lacombe is now posting the highlights of Regular Council and Committee Meetings to our social media channels, in keeping with our mandate to serving the community with open communication and with accountability in mind.


Land Use Planning and Land Development

Land Use Bylaw Amendment 300.63
Council passed a resolution to approve Bylaw Amendment 300.63, and allow the addition of a ‘Personal Services’ use to the Transitional Highway Commercial District (C3) and to the Highway Commercial District (C2) in the City’s Land Use Bylaw 300.

The Personal Services use is defined in the Land Use Bylaw as “the provision of a service to individuals on a commercial basis and includes but is not limited to, such services as photographers, travel agencies, beauty salons and dry cleaners”.

Elizabeth Park Development Area - Phase 10 and Phase 11
Council gave first reading to Bylaw 300.64, a bylaw to amend the Land Use Bylaw by redistricting lands which are located within NE-31-40-26 W4 as Residential – Medium Lot Single Detached Dwelling (R1b) District.

Also, Council directed Administration to hold a public hearing on Monday, March 12, 2012 at 6:30 pm to consider Bylaw 300.64.

Wastewater

Issues related to Flooding - Presentation by Stantec
Council received as information two presentations – a stormwater review and a wastewater review – given by Stantec Consulting Inc. representatives.

Bylaw Enforcement and Safety Services

Business Licenses
Council gave second reading to Bylaw 189.7 –  a Bylaw to amend Bylaw 189, a bylaw to provide for the licensing, control and regulating of any business within the City of Lacombe, and Bylaw 316.7 – a Bylaw for the Collection, Removal and Disposal of Garbage and Refuse and the Levying of Rates and Charges thereof.

Bylaws 189.7 and 316.7 will be brought back to Council for third reading, along with a franchise agreement that proposes to allow approved third-party contractors to pick up large-bin commercial and construction waste.
  
Lacombe Public Library

Mary C. Moore Public Library
Council provided third and final reading of Bylaw 373 - a Bylaw to provide for the establishment of the City of Lacombe Public Library Board.

Lacombe Memorial Centre

Anna Marie’s Coffee Bar
Council authorized Administration to enter into a formal operating agreement with Peg Benoit to provide Cafe services at Anna Marias in the Lacombe Memorial Center commencing April 01, 2012.

Engineering Services

Request for Interest
Council passed a resolution to accept as information a summary report of the process Administration is engaged in for the selection of a general engineering services provider.

Streets and Roads

2012 Capital Projects
Council passed a resolution to approve the 2012 Capital Works Program as presented, and directed Administration to enter into a services contract with Stantec Consulting as per their Proposal for Engineering Design & Construction Services, dated January, 2012.

Community and Economic Development

City of Lacombe Parade Float
Council authorized Administration to award the City Float project to Heavy Industries.

Council and Legislative

Coffee with Council
Council authorized Administration to implement two Coffee with Council Sessions in 2012, with the first session to be held in the Lacombe County Room at the Lacombe Memorial Centre on April 25, 2012 and the second session at the Lacombe Centre Mall on a Thursday in September 2012.

Recreation, Parks and Culture

Storm Ponds
That Council direct Administration to allow skating on Cranna Lake, Royal Oak Stormwater Pond and Iron Wolf Stormwater Pond under the current City maintenance and oversight model for these locations.
These locations will be inspected on an ongoing basis to ensure safe ice thickness levels. As well, Administration will develop policy in support of Council’s decision in this matter.

Ambulance

Lacombe Municipal Ambulance Services Association (LMASA)
Council passed a resolution to direct the LMASA Board of Directors to continue EMS contract negotiations based on the objectives of securing funding for:

  1. An alternate work rotation for ambulance staff that also provides pay equity with ambulance personnel covered under the current Alberta Health Services Master Collective Agreement for Emergency Medical Services Employees.
  2. An adequate ambulance station in Lacombe to meet operational and administrative requirements.
  3. City of Lacombe and Lacombe County Board and Administrative support.
  4. An operating contingency; and furthermore, authorize the LMASA Board of Directors to discontinue EMS contract negotiations and divest from ambulance services if, at the discretion of the LMASA Board of Directors, these contract objectives cannot be achieved.

Council also authorized the LMASA Board of Directors to distribute surplus LMASA funds, in an amount to be determined by the Board of Directors, to the City of Lacombe and Lacombe County in accordance with the formula prescribed in the membership agreements.

Upcoming Heritage Preservation Project Open House



The City of Lacombe with assistance from our provincial funding partner, the Municipal Heritage Partnership Program (MHPP) is undertaking a comprehensive approach to identifying, evaluating and managing historic resources that are located within our community.  

The City commenced with a second part of Phase 2 in May 2011 where they focused on Residential and properties of heritage significance. The Heritage Steering Committee has been working with Donald Luxton & Associates and property owners to prepare "Statements of Significance" for selected sites. A Statement of Significance is a document that summarizes the important heritage and architectural features of a building.

The City's Heritage Steering Committee, along with Donald Luxton & Associates, will be hosting an Open House, on Wednesday, February 15, 2012 from 3 p.m. to 8 p.m. at St. Andrew’s United Church, 5226 - 51 Avenue, to present the latest batch of Statements of Significance to the public.

We invite you out to this event to see some of Lacombe’s architectural history, meet your heritage neighbours and come away informed about the progress of this project.
